Trafficking of three girls from Mizoram

On 28 January 2010, Asian Centre for Human Rights submitted a petition to the National Commission for Women seeking its action against trafficking of three girls from Mizoram by Mr. H. Kapthuama, Chairman of Jan Shikshan Sansthan under the Ministry of Human Resource Development, Government of India in the name of providing job at Ramada Five Star Hotel and Spa in Cochin, Kerala, and attempt to rape one of the girls, namely Ms Lalhriatzeli in a hotel in Guwahati, Assam on 7 January 2010. The accused Mr H. Kapthuama was the Chairman of Jan Shikshan Sansthan (JSS) located at 3rd Floor, Ngama Building, Bawngkawn, Lunglei Road, Aizawl, Mizoram. The JSS is sponsored by the Ministry of Human Resource Development, Government of India.

Mr. H. Kapthuama lured the three girls by saying that he had found jobs for them at Ramanda Five Star Hotel and Spa in Cochin, Kerala. The girls, who are poor, believed him. On 7 January 2010, Mr. H. Kapthuama took the three girls with him and they reached Guwahati, Assam. The accused booked two rooms in at Pardeshi Hotel and told the girls that only two rooms were available. Further, the accused told the victims that one of them has to share a room with him. The three victims insisted that they would stay in one room. However, the accused told them that the hotel staff would not allow them to share one bed. Later, the victims agreed considering that they had stayed in the accused house in Aizawl while they were coming from their village. However, at about 10 pm, Mr H. Kapthuama molested and attempted to rape Ms Lalhriatzeli, who had agreed to share the room with him. Later, the girls left the hotel and took refuge at Mizoram House.

On 2 March 2010, the NCR asked the Director General of Police, Mizoram to investigate the matter and take appropriate action as per the law.
